Wayfinding signs come up short

We have for years driven past the blue sign located on County Road 91 pointing down Fairgrounds Road. We are looking for any of your readers who can explain the meaning of the two fives. It is not kilometres, miles nor rods, because the brewery in downtown Creemore is 10.1 kilometres south of the sign.   

While we are on signs, why is (among others) the Francis Street East sign AWOL since April? Surely those responsible didn’t remove the old sign without a new one on hand?
