Alliance development proceeds in phases
Clearview Township has entered into a memorandum of understanding (MOU) with Alliance Homes that will allow the developer to make a change to how the Creemore subdivision will be built out.
Director of community services Mara Burton said the MOU is a roadmap as to how the development is going to proceed. It lays out how the 498-unit development will proceed in four phases: Phase 1a includes, 15 single detached dwellings, a four-plex and a six-plex, for a total of 25 units fronting onto Mary Street. Phase 1b will include a condominium development with some single detached houses. Phase 2 will include a mix of housing and seniors’ apartments while Phases 3 and 4 include a mix of detached houses, condos and townhouses.
Pre-servicing for the first phase of the development, which will cover a 93-acre parcel of land at the corner of County Road 9 and Mary Street, began in the fall.
Burton said the MOU outlines a change to the phasing plan set out through the OMB process, changing the order in which the units will be constructed.
“We think that this revised phasing plan is actually better but we wanted to make sure that CARA was consulted and that everybody was on board,” said Burton.
CARA representative Tony Fry told council that the organization has no objections to what Alliance Homes is planning to do.
There are no timelines attached to the MOU, but Phases 1a and 1b are expected to proceed this year, said Burton.
The development has been on the books for 15 years and was the subject of an Ontario Municipal Board appeal dating back to 2007. CARA was a party to the appeal, raising concerns about the size of the development (originally proposed to have 527 homes) and concerns about public engagement. Settlement agreements were reached and the development received OMB approval in 2008.
