Confounded by integrity commissioner’s take on conflict of interest

I read it once. I read it twice. It still confounds me.
Does the Integrity Commissioner imply that unless it is proven that Councillor Broderick, owner of the local ATV/S&S emporium, does not profit from the increased freedoms allowed for all ATVs and S&Ss on our roads and trails, he has not offended the wording of the Conflict of Interest position in our township?
Should we request a “before and after” accounting of Councillor Broderick’s financial statements? In other words, let’s let ‘em rip, then look at the books?
