Stayner sewage woes

Homeowners on a stretch of Sunnidale Street in Southeast Stayner are facing expenditures in the range of $20,000 to connect to a new sanitary sewer. Plans are in the works for a new sewage pumping station and a force main to service the Manortown development and future developments planned for the area and residents will be forced to connect.
Consultants Watson and Associated examined two options: expand services to entire area with additional contribution from developers to reduce costs to existing property owners or servicing for Manortown development lands only with all costs borne by developer and existing residences remaining on septic systems. Given that Clearview Township’s Official Plan includes a policy to service all urban areas with water and wastewater where available, council’s preferred solution is the first option.
The cost of the project will be nearly 8 million dollars not including urbanization of the roadway which will be funded separately. The first estimates presented would have seen owners of 77 existing properties footing 2.6 million dollars of that expense, roughly $33,740 per property. However, following a commitment to what is being described as a generous contribution from the developers, the amount was reduced to $14,130 per existing property. Mike Rawn, Director of Public Works explained that the price tag covers servicing only to the property line and homeowners will be responsible for additional costs for the connection from the house to the property line and the cost of decommissioning existing septic systems. Those additional costs are estimated at between $5,000 and $10,000 per property. Homeowners will be given the option of financing the $14,130 with a 20 year loan from the municipality at 3 per cent interest.
Township staff have been instructed to formalize agreements with developers and then prepare a bylaw for recovery of costs from existing property owners.
