Cost overruns a regular occurrence

How is it that council budgets $150,000 for reconstruction of ball park pavilion yet lowest accepted tender is $193,000?

And if there’s problems with that, they’ll default to next contract at $235,000!

Last year Clearview estimated Avening Hall at almost $300,000 under the lowest bid by contractors.

Makes me wonder how high cost overruns on the new Clearview Library will go.
