Speed proposal astonishing

It is rather astonishing that a traffic engineering report that states that speed limits should reflect what the average driver judges to be a reasonable speed on a certain road should then go on and recommend the reduction to 60km/hr on numerous township roads.
Does anyone really believe that driving 60 km on Fairgrounds Road or the Sixth Line is reasonable?
If the problem is speeding at 100 km/h in a 80 km/h zone then the solution is to enforce the current speed limit not reduce it to 60 km/h, which will be exceeded by virtually every driver and is only going to result in unsafe passing. Unreasonable speed limits only bring speed enforcement into disrepute.
Meanwhile every gravel road in the township, often narrow and without shoulders, will still have an 80 km/h speed limit.
