Would expensive paved shoulders get used?

The above photo was taken on Sept. 16 on Warrington Road outside of Stayner heading southeast towards Centreline Road along the completed section of the Clearview-Collingwood Train Trail, open only to walkers and cyclists and paid for by County of Simcoe taxpayers. You can also see the multi-use trail that has run alongside Warrington Road for many years.
If cyclists are clearly choosing to ride in the live traffic lane instead of the multi-million dollar trail running parallel to the road with many access points, would expensive, wide paved shoulders even get ridden on?
